The paper responds to the public consultation launched with a questionnaire in February 2007 on a paper by the Bureau of European Policy Advisors entitled "Social Reality in Europe" and the Commission's communication of November 2007 summarising the results of the questionniare.

All of ESIP's position papers can be found on this website under "Publications" and then "Position Papers" on the main menu bar.

Other ESIP Publlications
The ESIP Compendium on the structure of social insurance in Europe was revised and updated in December 2005. This publication offers a succinct summary of the social service systems in 23 Member States of the EU, and the EEA (Iceland, Lichtenstein and Norway) and a listing of the core organisations involved in each country. It provides a valuable resource to administrators and other interested parties working in the field of social protection by increasing transparency and facilitating information exchange between the Member States.
A recent study "Voluntary elements in the statutory pension systems in the European Union- first pillar only"looks at the scope of voluntary elements in statutory pension schemes in the different EU Member States - whether such voluntary elements exist, to what extent and for which groups of people or periods. It looks at what type of insurance is covered by voluntary payments (old-age / survivor / invalidity benefits) and how many people actually make use of this option.
The study by Annette Lotz of the Bundesversicherungsanstalt für Angestellte, Nuremberg, Germany was commissioned by ESIP in light of the decisions of the European Court of Justice in the field of health insurance which make payments in kind and voluntary contributions to pension insurance subject to EU laws governing the free movement of goods and services, the European Commission's Green Paper on Services of General Interest and the new European Constitution.
